Register a webhook endpoint.

POST /api/v1/webhooks

Register a webhook endpoint. The URL must be https and must not resolve to a private, loopback or link-local address. The response is the only time the signing secret (whsec_…) is returned.

Change a webhook endpoint: url, events, description, or enabled. enabled: false pauses it (its queued deliveries fail); enabled: true re-enables it, also after Secronna switched it off for failing, and clears its failure streak. The signing secret never changes.
